(Regulation 15.):- If any sentences or paragraphs are struck out of the Head Master's or the Independent Examiners' Report, the excision should be indicated by a row of asterisks; and a copy of the excised matter shall be sent to the Secretary of State along with the Report in question.
(The signature of an Official to a Report requires that in justice his views expressed in the Report should not be maimed or curtailed. If in public interests the Governor should consider it necessary to prohibit the publication of any sentence or paragraph, it is only fair that there should be some evident indication that the Report has been altered. In the earlier Gazettes within my experience this was the practice and it has recently been observed in the publication of documents forming the Supplement to the Report of the Education Committee.)

(Regulation 11.):- Assistant Masters (English and Chinese) may take Private Pupils, on reporting the same annually in writing to the Governing Body in the month of December, but the Governing Body has power to check any abuse of this privilege. The Head Master and Second Master shall not take Private Pupils unless under special circumstances and with the express permission of the Governing Body.
(Sir William Goodman, who on his appointment to the post of Chairman of the Governing Body, was kind enough to accord me a personal interview in his Chambers, giving me a long and patient hearing on several of the points raised in this letter, told me that the Governing Body was in favour of a modification of the Rule about Private Pupils, provided that the Regulations were altered to that effect by authority and reprinted. My Masters, some of whom were told in Downing Street that they would enjoy this privilege, view as a hardship unnecessary restrictions imposed on the taking of Private Pupils which so far from being hindered is actually encouraged in England. Provision is made above to prevent abuse of this privilege, by giving the Governing Body definite power to exercise such wholesome check.)
